A Comprehensive Plan
If your vision, mission, strategy have lead to a comprehensive plan, you should be able to complete this scheme. It forces you to formulate an integral plan that addresses almost all important aspects.
The scheme is built on two axes: vertically from philosophy behind your strategy at the top to the practical aspects at the bottom, and horizontally from internal aspects such as vision and culture, to external visibility of your organization in the public relations and the output you produce.
At the bottom of the scheme are your intended resources: where and how will you recruit your staff, and attract your students, how will you build up your laboratory infra structure, and finally where does the funding come from.
Later, when you have a running organization you can use the scheme again to check if you are giving all important issues enough attention.
